Panama will play the Americans, who beat Cuba 3-1, on Friday, needing only a draw to advance. Cuba must hope for a two-goal U.S. victory to have any chance of reaching the knockout round.
The Central Americans dominated possession and chances, outshooting Cuba 17-9 including 10 shots on goal, but was thwarted repeatedly by keeper Sandy Sanchez.
Panama was in position to go ahead in the opening 15 minutes when Canadian referee Paul Ward spotted a handball in the Cuban box and immediately whistled for a penalty. Roberto Chen fired his attempt directly up the middle, but Sanchez blocked it with his feet.
As the half neared the 30-minute mark, a header from Panama's Alfredo Stephens almost caught Sanchez off his line. The 16-year-old retreated quickly to make an acrobatic one-handed stop.
Sanchez again stymied Panama in the 41st, diving to deny Jorman Aguilar's drive from the top of the area that appeared headed for the lower left corner.
Two minutes after the interval, Panama's Aladair Paredes dribbled his way into the Cuban and forced another save from Sanchez.
Cuba barraged the Panamanian goal in the final 10 minutes. Frank Lopez's effort from distance was saved by Panamanian goalkeeper Evan Pickart, and its best chance came when Kianz Froese hit the left post with a well-timed shot.
