President of the Jamaican Football Federation from 1985-1992, James was its second-longest serving head since the organization became affiliated with CONCACAF in 1965. He has been a member of the Executive Committees for CONCACAF and the Caribbean Football Union and also has been a match commissioner for FIFA and CONCACAF. The leading scorer for his high school team, Jamaica College, in the 1968 Manning Cup, James served as president of Jamaica's oldest amateur club, Los Perfectos F.C., for more than 35 years.
