For more than a quarter-century, Jacques Rugard served as President of the Ligue Guadeloupéenne de Football. He started his management career with CS Moulien in his native Guadeloupe in 1968, and became league President in 1971. Mr. Rugard was one of the founding members of the Caribbean Football Union in 1978, serving as a Vice-President. In 1975 he was honored by the Fédération Française de Football. A medical doctor, he also holds degrees in psychology and dietetics.
