Julio Moya Fernandez of Costa Rica joined CONCACAF in 1966 as Secretary and Member of the Referees Commission of the Confederation. In the many years, which followed, he served in many important capacities, especially in officiating where he became a FIFA Referee Instructor. He was also FIFA Commissioner for the Olympics and World Cup Qualifying tournaments, and the General Secretary of the Costa Rican Federation.
