Julio Moya Fernandez of Costa Rica joined CONCACAF in 1966 as Secretary and Member of the Referees Commission of the Confederation. In the many years which followed he served in many important capacities, especially in officiating as a FIFA Referee Instructor. Mr. Moya also served as a FIFA Commissioner for the Olympic and World Cup Qualifying tournaments, and as the General Secretary of the Costa Rican Federation.
