The Technical Group shall consist
of a Chairman, a Vice Chairman and four Members, each of whom shall be the Chairman
of one of the four specific Committees for:
- Referees
- Technical (Women's)
- Sports Medicine
- Administration
The Group shall be responsible for:
- The supervision and review of matters within its areas of technical expertise;
- Examine ways in which the development of technical matters within the Confederation
may be improved and enhanced, and make recommendations on courses of action to be
taken.
And shall:
- Be available for assignment to CONCACAF Competitions to serve as Commissioners or
in any such capacity as may be required.
The Technical Groups may approve the appointment of additional technically-qualified
members to the various Committees under its jurisdiction.
The Chairman will report to the Executive Committee.
Referees Committee
The Committee will be responsible for submitting to the Executive Committee a list
of Referee Instructors and Lecturers capable of conducting courses for referees;
appointing the referees for matches in competitions organized by CONCACAF of for
any other matches or tournaments, whenever requested to do so; establishing uniformity
in methods of refereeing and implementation of the Laws of CONCACAF use; drawing
up inspection standards for referees to be used equally by every Confederation Member;
overseeing the organization of the courses for International Referees and Referee
Instructors; ensuring that each National Association has a properly constituted
Referees' Committee and ascertain that these Committees function satisfactorily.
The Committee shall be responsible for the production and publication of an official
report on its activities and courses it organizes.
Technical Committee
Women's Technical Committee
The Committees will be responsible for initiating and reviewing proposals to advance
the training methods of football teams, including all possible measures to improve
the qualification of coaches; overseeing the curriculum for courses and conferences
for instructors, trainers and coaches in conjunction with National Associations
and Confederations; directing the compilation of material on teaching and coaching
techniques for footballers, trainers and coaches; ensuring that Members are notified
of any technical assistance and grants which have been given or are to be given
towards any development project; reviewing the technical section of official CONCACAF
publications; recommending coaches, instructors or trainers to National Associations
at the Associations' request.
The Committees shall be responsible for the production and publication of an official
report on its activities and courses it organizes.
Sports Medicine Committee
The Committee will be responsible for: acting as an advisory board for CONCACAF;
developing and adopting scientific experience in the fields of physiology, medical
control, training theories, psychology and hygiene; drawing up a medical guide for
use by coaches, players and referees; drawing up a guide for footballers to improve
their athletic ability, physical fitness and performance capacity; preparing memoranda
for trainers and coaches on the physical preparation of footballers; preparing memoranda
on diet and nourishment for footballers, giving appropriate recommendation; preparing
memoranda on general aspects of sports hygiene and, in particular, the effects of
certain substances on the body (alcohol, nicotine, medicaments, doping, etc.); issuing
recommendations regarding medical facilities to be made available at international
matches and tournaments; investigating types of injuries suffered during football
matches and to issue recommendations for improved prevention or treatment of such
injuries; liaising with the FIFA Sports Medical Committee on all matters of sports
medicine, including doping control;
The Committee shall be responsible for the production and publication of an official
report on its activities and courses it organizes.
Administration Committee
The Committee will be responsible for studying ways in which administration may
be improved within CONCACAF as a whole and within each Member; researching the problems
and difficulties which Members may face and to suggest ways in which different situations
may be addresses, which may include: the organization of seminars for general purposes;
and the use of material and/or experts from within the structure of Members with
well-developed administration to assess other Members.
